The ORC only hits one enemy, the laser is sweet and will definitely get you out of a jam but only 3x, and even the 380 isn’t going to destroy a whole planet, you can drop one on a small map even and still be safe. The orbitals in HD2 are barely even playing the same sport compared to the ones in 40k that glass whole planets. To me it seems reasonable that planetary destruction would be a last resort compared to a glorified artillery strike.
